The Biomass Research & Development (BR&D) Board is a collaborative of 11 senior leaders from eight federal government agencies with the shared goal of scaling up and promoting the use of biofuels, bioproducts, and biopower for a stronger bioeconomy.

The BR&D Board focuses on nine critical initiatives through its Interagency Working Groups to identify knowledge and research gaps and prioritize research and development for bioenergy.

It is lead the Sustainable Aviation Fuel Grand Challenge.

DOE relevance

DOE funds projects through the Office of Science's Biological and Environmental Research and Basic Energy Sciences offices — such as bioenergy research centers and other competitively awarded projects supporting fundamental bioenergy-relevant research in biofuel feedstocks, genomics, catalysis, and conversion.

DOE also funds projects through EERE's Bioenergy Technologies Office (BETO), which advances pioneering bioenergy technologies from applied research through commercial-scale demonstrations.

Background

The Biomass Research and Development (BR&D) Board was established by the Biomass Research and Development Act of 2000. Technical Advisory Committee

The Biomass Research and Development Technical Advisory Committee (Committee or TAC) is made up of approximately 30 volunteers from industry, academia, nonprofits, and local government. The Committee holds quarterly, public meetings that are announced in the Federal Register. Official functions of the Committee include:

Advising the Secretary of Energy, the Secretary of Agriculture, and the Points of Contact concerning

  • The technical focus and direction of requests for proposals issued under the Initiative
    • Procedures for reviewing and evaluating the proposals
    • Facilitating consultations and partnerships among federal and state agencies, agricultural producers, industry, consumers, the research community, and other interested groups to carry out program activities relating to the Initiative
  • Evaluating and performing strategic planning on program activities relating to the Initiative.

Background

In October 2008, the Board released its National Biofuels Action Plan (NBAP) that outlined the areas where interagency cooperation would best help biofuels technologies move from "promising ideas to competitive solutions." The Board also formed several working groups, and directed them to develop reports and other products aimed to better coordinate federal interagency efforts as well as to identify specific barriers to commercialization across the biofuel supply chain. As of September 2010, the Board approved an updated interagency work plan of activities reports through 2011 that are geared toward addressing these identified barriers to ultimately advance biofuels market expansion. Guided by an Operations Committee, working groups comprised of expert mid- senior- level career staff across member agencies have planned such interagency activities as workshops, white papers, regular coordination meetings, and status briefs to report to the Board.
